Season the chicken thighs on both sides with paprika, garlic powder, salt, and pepper.
Heat the olive oil in a large pot or deep skillet over medium-high heat. Add the chicken and sear for 3–4 minutes per side, until golden. Remove and set aside.
In the same pot, add the onion and cook for 2–3 minutes until softened. Stir in the garlic and cook for 30 seconds more.
Add the rice to the pot and stir to coat it in the oil and drippings.
Pour in the chicken broth and stir, scraping up any browned bits from the bottom of the pot.
Nestle the chicken back into the pot on top of the rice. Bring to a simmer, then cover and reduce heat to low.
Cook for 18–20 minutes, or until the rice is tender and the liquid is absorbed.
Stir in the frozen peas and carrots, cover, and let sit off heat for 5 minutes.
Garnish with fresh parsley, if using, and serve warm.
